Product scope

Six sectors.
The assessment starts with the CN code.

The sector is only the first reference point. Legal scope is determined by the exact Combined Nomenclature code and the product description in Annex I to Regulation (EU) 2023/956.

Before starting the calculation, record the CN code, country of origin, producing installation, and shipment parameters. A product description without a code is insufficient to determine CBAM applicability.
FE

Iron and steel

Pig iron, steel, rolled products, pipes, fasteners, and other goods under the CN codes listed in Annex I to the Regulation.

Key data: Production route, fuel and raw materials, electricity, relevant precursors, production volume, and product CN code.

AL

Aluminium

Unwrought aluminium, profiles, sheets, foil, and selected aluminium products.

Key data: Primary and secondary aluminium, electricity consumption, anodes and other relevant materials, production volume, and supporting evidence.

CE

Cement

Clinker, Portland cement, aluminous cement, and other cements under the applicable tariff headings.

Key data: Clinker factor, fuel, raw materials, process emissions, electricity, and production output.

FR

Fertilizers

Ammonia, nitric acid, and mineral or chemical nitrogen fertilizers.

Key data: Ammonia and nitric acid as potential precursors, fuel, process emissions, electricity, and production volume.

H₂

Hydrogen

Hydrogen as a CBAM good, taking into account applicable production routes and emissions.

Key data: Production route, raw materials, fuel, electricity, CO₂ capture where applicable, and hydrogen production volume.

EL

Electricity

Imported electricity and the applicable CBAM methodology for determining emissions.

Key data: Generation source and technology, electricity volume, applicable factors, and conditions for using actual values.
